军民融合型经济对制造业价值链攀升的作用分析

摘　　要："世界工厂"带来的低附加值、产能过剩、资源过度消耗和环境污染等问题,凸显出制造业价值链攀升的重要性和紧迫性,军民融合型经济对制造业价值链攀升具有内源性推动作用。宏观层面,军民融合型经济可整合军地创新资源,加快军民融合的国家和区域创新体系建设;中观层面,可集成军地产业优势资源,提高制造业产业创新能力;微观层面,能聚合军地企业优势资源,促进企业价值链攀升。要发挥军民融合型经济对制造业价值链攀升的推动作用,就必须改革体制机制,完善政策法规;统筹规划计划,促进军地协调发展;积极试点示范,带动军民融合型经济整体跃升。The＂ world factory＂ brings low additional value, excess production capacity, excessive consumption of resources and environmental pollution problems, it highlights the importance and urgency of manufacturing value chain climbing, military and civilian integration-based economy has endogenous function on manufacturing value chain climbing. In the macro level, military and civilian integration-based economy can integrate the innovation resource of army and local, accelerate the integration of national and regional innovation system construction; In the medium level, it can integrate military and industrial advantages of resources, enhance the manufacturing industry innovation ability; In the microscopic level, it can aggregate the military enterprise resource advantage, promote the enterprise value chain climbing. Playing promotion role of military and civilian integration-based economy on manufacturing value chain climbing, we must reform the system mechanism, perfect policy and regulations; overall planning, promoting and coordinated development of army and local; positive demonstration pilot, drive the civilian integration-based economy to jump entirely.
