摘  要:为了研究农村集体建设用地级别划分方法,以期为农村集体建设用地规范流转的管理制度创新提供借鉴。通过对齐齐哈尔市铁锋区11个行政村的实地走访调研和218份集体建设用地流转案例的有效问卷,借助SPSS软件对农村集体建设用地质量影响因素进行了逐步回归筛选,并探索了农村集体建设用地级别划分方法。结果表明:(1)通过逐步回归模型筛选了农村集体建设用地质量影响因素并建立以农村社会经济、农村基础设施、人口为评价导向的集体建设用地级别划分指标体系,能够反映出异于城镇土地的农村集体建设用地资源独有特征;(2)距城镇中心距离和道路类型对农村集体建设用地质量影响的标准化偏回归系数分别为0.834、0.633,正向影响最为显著;(3)以行政村作为农村集体建设用地定级单元,有利于集体建设用地级别划分和管理。最后,在上述研究基础上,提出农村集体建设用地流转管理政策建议。The purpose of this paper was to analyze the method of rural collective construction land gradation and provide innovation for administration of rural collective construction land transformation. This paper was based on the questionnaire surveyed in Tiefeng District and explores the method of rural collective construction land gradation according to multiple stepwise regression method. It reveals that: (1) It was helpful for gradation of rural collective construction land that the index system consist of rural community economy, rural infrastructure and population, which reflected the resources feature of rural collective construction land. (2) The correlation coefficients of distance from the town center and road type were 0.834 and 0.633, which have the most influence. (3) Collective construction land of administrative villages was separated in space. So it was rational that administrative villages conduct grading units. In the end, the paper tried to put forward some countermeasures on the basis of the above research.
