摘　　要：阐述福建省地方公立高校和民办高校制定《大学章程》现状,分析存在问题的原因,结合2011年教育部发布的《高等学校章程制定暂行办法》相关规定和要求,提出制定《大学章程》合理化建议。凝炼办学理念,体现办学特色;制定《大学章程》,保障办学自主权;构建法人治理结构,完善管理体系;规范议事规则和决策程序,加强自我约束。The current situation of formulating university charters by Fujian local public and private universities is expounded. The causes of the existing problems in formulating university charters are analysed. Constructive proposals on formulating university charters are proposed in accordance with relevant regulations and requirements of Higher School Charter Formulation Tentative Procedures issued by Chinese Ministry of Education in 2011. The proposals include refining school mission to embody the school characteristics, formulating university charters with the aim to ensuring school autonomy, establishing lawman/corporate governance structure to improve the management system, specifying rules procedure and decision procedure to strengthen the university＇s self discipline.
