中国工业贸易调整成本的经验研究——边际产业内贸易视角的分析

摘　　要：本文根据"平滑调整假说",从产业内贸易角度构造了相对要素调整指数来区分同一产业在不同的生产要素上的调整压力的差异,并用A指数、S指数和S’指数测算了我国工业20个行业的贸易调整成本。研究表明:我国技术水平较高的行业贸易调整成本较低,而技术水平较低的行业贸易调整成本较高,进口扩张型行业的平均产业内贸易水平高于出口扩张型行业,且同一行业在不同生产要素上的调整压力不同。因此,应支持和鼓励中、高技术行业的发展,积极推进低技术行业的合理转型和优化升级,并重视贸易对不同生产要素的调整成本以降低结构性失业风险。From the perspective of marginal intra-industry trade,this paper constructs the relative factor adjustment index(S' index) to distinguish the adjustment pressure differences of different production factors in the same industry and calculates the international trade adjustments cost of 20 Chinese industries through A index,S index and S'index of intra-industry trade based on SAH(the smooth adjustment hypothesis).The result shows that the international trade adjustment cost is relatively low in high-technology industries and high in low-technology industries;the average intra-industry level is higher in import-expanding industries than in export-expanding industries.At the same time,the result manifests that the same industry bears different adjustment pressures on different production factors.Based on these results,this paper provides corresponding suggestions,such as supporting and encouraging the development of high technology industry,actively promoting the reasonable transformation and upgrading of low technology industry,and paying more attention to the adjustment costs of different production factors which reduce the risk of structural unemployment.
