我国足球裁判执法权威的消解与重塑路径

摘　　要：裁判执法权威的存在是维持正常比赛秩序的内在要求,但我国足球裁判执法权威弱化已成为不争的事实。影响裁判执法权威消解的主要原因包括裁判自身素质偏低、裁判权力失范、管理制度滞后、法律执行力不足、社会公信力缺失和国民社会心态失衡。为此,必须重塑我国足球裁判执法权威,其路径包括:1)加强裁判思想道德教育,提高裁判执法水平;2)完善法律及管理制度建设,确保裁判权力规范运行;3)加强中国足协公信力建设,加大裁判工作宣传力度;4)建立健全的裁判执法保障机制,加大公众违法行为打击力度。The existing of football referees ＇ law enforcement authority is the inner requirement of maintaining normal order of competition. However, the reduction of Chinese football referees＇ law enforcement authority has become an indisputable fact, which resulted from the following facts such as low literacy , uncontrolled power, lagging of the management institution, the lack of enforcement strength of laws and social credibility, imbalance of national mentality. Therefore, football referees ＇ law enforcement authority need to be remolded as the follows ： implementing referees ＇ ideological and moral education and improving their level of law enforcement ; perfecting related laws and management institution so as to ensure the normal running of the power;enhancing the social credibility of CFA and strengthening the advocate of refereeing ; establishing reasonable safeguard mechanism of refereeing and stepping up the efforts to illegal audiences.
