摘　　要：排污权转让是一种以市场为中介的控制环境污染的经济激励机制,是解决经济与环境矛盾的有效途径。排污权转让的存在有其合理性,应当从规定排污权转让制度的条件、程序和实施排污权转让的保障措施为切入点来完善中国的排污权转让制度。Pollution discharge right transfer is an intermediary with the market to control environmental pollution economic incentive mechanism is to solve the contradiction between economy and environment, effective way. Pollution discharge right transfer existence has its rationality, we should stipulate the pollution discharge right transfer system conditions, procedures and implementation of emission right transfer of the safeguard measures as the breakthrough point to improve China＇s pollution discharge right transfer systern.
