特色产业群:黑龙港流域发展的新起点

摘　　要：黑龙港流域是传统农业耕作带,近年来,该区各县(市、区)都已形成规模不等的特色产业群,产业规模不断扩大并呈现出良好的发展态势,但总体上仍处于成长阶段,还存在一定的问题和不足。要实现黑龙港流域经济社会整体发展,必须通过制定和完善产业发展规划、全力打造产业聚集平台、提速完善产业发展链条、建立健全公共服务体系、加速推动产业创新升级、培育壮大龙头企业、优化改善外部发展环境等措施大力发展特色产业集群,靠特色产业群率先突破,从而实现由量变到质变、质量并举的转变。Heilonggang is a traditional belt of agriculture and in recent years industrial cluster has appeared and developed well. There still exist some defieieneies such as poor technological innovation, resources waste and so on because it is in the period of going up. To realize the full development of Heilonggang, a better platform must made for industrialdevelopment such as industrial chain, public service, upgrading, better environment and so on, among which industrial duster with characteristics must appear to achieve a transformation from quantity to quality.
