摘　　要：在经济全球化、快速城镇化和文化趋同化的时代背景下,城市面临特色危机,城市规划在进行总体布局时应借助所在区域的自然本底、生态环境、历史文化和民族传统等地域要素,挖掘城市的文化内涵,塑造城市特色,彰显地域特征。西藏日喀则地区萨嘎县加加镇城市总体规划研究了利用自然山水构筑高原小镇空间布局的方法,即综合评价用地条件,科学选择城市用地发展方向;尊重城镇肌理,强化"栖山融水"的空间形态;划定生态控制区,构建"大生态、小城镇"格局;尊重藏民传统,完善城市服务功能;与城市设计相结合,塑造优质、特色城市风貌。Economic globalization, fast urbanization, and cultural assimilation have threatened local city characters. Urban planning shall create city character from natural environment, history, and ethnic traditions. Jiajia town master plan of Saga county, Xigaze, Tibet studies an approach to create highland town characters, i.e. land use evaluation for rational land use orientation; respect urban context and strengthen city and nature integration; ecological zone designation for ＂big ecology, small town＂ layout; respect Tibetan tradition and integrate city services; create characteristic cityscape by urban design.
