摘　　要：文章针对行政指导行为的特征分析了行政指导原则存在的必要性,确定行政指导原则所依据的是内部制约和外部制约基准。通过法文本实证分析,总结出行政指导应当遵循合法原则、自愿原则、公开原则、诚实信用原则、效率原则、便宜原则等六项基本原则,并以重庆市北碚区实施行政指导为样本说明这些原则在工商行政指导中的运用。The paper analyzed the necessity of administrative guidance according to the features of administrative guidance behavior and fixed the internal restriction and external restriction as the foundation of administrative guidance. Six basic principles of legality, voluntary,publicity, honesty and credibility, efficiency and inexpensiveness that administrative guidance should follow are summarized through empirical analysis on legal texts. Administrative guidance done by Beibei district, Chongqing was taken as example to show the application of these principles in the administrative guidance to industry and commerce.
