摘　　要：本文简要阐述了进出境动植物检疫的法制与技术两个基本属性,概述了中国进出境动植物检疫的法律法规和技术支撑体系及其特点,并建议从强化法规体系的统一性、加强对实验室业务需求指导和多途径解决一线实验室建设3个方面,对进出境动植检法规体系建设和实验室建设提出了建议。This paper briefly introduced two basic properties, namely legality and technology of the entry-exit animal and plant quarantine （the entry-exit APQ）, and also outlined the legality system and technical support system and their characteristics of the entry-exit APQ. The suggestions for construction of the regulation system and the laboratory of the entry-exit APQ were proposed from strengthening the unity of the regulation system, enhancing the guidance of laboratory business needs and solving the building problem of first-line laboratory in many ways.
