论中国进出境动植物检验检疫的“检检相融”特色

摘　　要：要正确理解和把握进出境动植物检验检疫中的"检疫"与"检验"两者的关系,必须从它们是代表具体的活动行为还是某类工作两个层面去理解。作为具体的活动行为,"检疫"从它产生的开始就伴随着"检验"活动,"检验"是"检疫"的一类具体方法和手段,"检疫"与"检验"密不可分。从代表某类工作的角度看,"检疫"与"检验"的工作内容有很大的不同。从代表活动行为的角度看,"检检相融"是指"检疫"与"检验"活动行为本身就密不可分、相互融合;从代表某类工作的角度看,"检检相融"是指检疫工作与检验工作应相互融合、内检工作与外检工作应相互融合。"检检相融"具有鲜明的中国特色和时代特征。中国进出境动植物检验检疫的发展历史、现状和我国的基本国情决定了必须"检检相融"。在社会主义初级阶段,要坚持"检检相融",努力提高进出境动植物检验检疫工作的有效性。In order to correctly understand the relationship between quarantine and lnspect^on in the laeld or tSnlnese entry-exit animal and plant quarantine, it should be understood from two aspects of that if they mean a kind of specific activity behaviors or a kind of management work. As a kind of specific activity behaviors, quarantine started along with inspection, and inspection is a kind of specific way of quarantine. Quarantine goes hand in hand with inspection. As a kind of management work, quarantine is quite different with inspection. From the point of view of a kind of specific activity behaviors, the Amalgamation between Quarantine and Inspection means that quarantine is in combination with inspection, and there is not clear distinction between them. From the point of view of a kind of management work, the Amalgamation between Quarantine and Inspection means that these two kinds of works should cooperate with each other, and entry-exit quarantine should cooperate with domestic quarantine. There are distinct Chinese characteristic and Age characteristics in the Amalgamation between Quarantine and Inspection. The Amalgamation between Quarantine and Inspection is due to the development history and Status quo of Chinese entry- exit animal and plant quarantine. It is also due to Chinese basic national conditions. In the primary stage of socialism, to improve the effectiveness of the work of entry-exit animal and plant quarantine, the Amalgamation between Quarantine and Inspection should be insisted on.
