摘　　要：党的十八大已经为我们描绘了未来小康社会建成时美丽中国的宏伟蓝图。在此宏观背景下,加强高校院系基层党建工作研究,事关我国科教兴国战略和人才强国战略的顺利实施,事关十二五规划目标的实现,事关科学发展观的贯彻落实。The report of the Communist Party of China has depicted the beautiful grand blueprint in the future affluent society. Under the macroeconomic context, it is the Party＇s construction at the basic level that can promote the strategy of revitalizing China through science and education and the strategy of reinvigorating China through human resource development, the reality of the Twelfth Five-Year Plan and the carrying out the scientific thought of development.
