摘　　要：卫生基本国情迫切要求加快卫生发展步伐 ,而卫生发展依赖于其产业属性的明晰 ,并在此基础上按照市场经济规律运作。卫生既具有产业性 ,又具有公益事业性 ,协调处理好两者关系 ,才能在保证基本医疗服务的前提下 ,实现非基本医疗服务的产业化经营。发展卫生产业要从卫生基本国情出发 ,立足于实现全体人口基本公共卫生服务均等化目标 ,依靠卫生法制和正确的产业观 ,研究卫生服务市场需求与市场前景 ,着力构建卫生投资主体多元化格局 ,实现卫生产业的可持续发展 ,努力为人民健康服务 ,为经济建设服务。Basic national conditions of health service required that health service could develop quickly.However,the property of health service should be cleared at first and be operated in term of the laws of market economic.Health service was not only the industry but also the public welfare.It was only that the relationship of these two aspects was coordinative,the basic medical service could be provided as expectance and non basic medical service could be operated in term of industrialization.The development of health industry should based on basic national conditions of health service and its object that all population could enjoy public health service equally.It should rely on health regulations,correct views of health industry,demands on medical care and its prospect.Multi structure of health care should be built.All of these would make sustaining development of health industry.
