摘　　要：通过修正联合国贸发会议(UNCTAD)《2002年世界投资报告》中的业绩和潜力指标,结合中国民间投资发展的现实,运用业绩和潜力指数对西部12省区民间投资的绩效进行了定量研究,结果显示:西部开发以来,12省份民间投资的业绩指数上升较为明显,但潜力指数提升幅度不大;省间民间投资绩效发展不平衡,且差距有升有降;民间投资业绩与潜力指数排序一致的比例较高,但同时存在相背离的现象。西部各省应当充分发挥比较优势和区位优势,明确投资目标,提高民间投资效率。Combined with the reality of the development of private investment,this paper makes a quantitative study on the performance and potential of private investment in the twelve provinces located in the west of china based on the corrected ＂achievement index＂ and ＂potential index＂ put forward by UNCTAD in 2002.The results are： performance index of 12 provinces’ private investment have increased significantly since the development of the west,but the potential index have a little rise.There is an imbalance in the performance of private investment between the provinces,and the gap ups and downs;the sequence of performance and potential index of private investment has a high overlapping,but the departure exists.Therefore,the article concludes that western provinces should give full play to the comparative advantages and location advantages,with a clear investment objectives,to improve the efficiency of private investment.
