中国城镇人口基本医疗保险扩面分析

摘　　要：城镇居民、公务员和事业单位职工按规定应纳入基本医疗保险覆盖范围,仍未参保的国营、集体、私营企业职工和港、澳、台及外资企业职工以及非正规就业人员是中国进一步扩大基本医疗保险覆盖面的主要对象。中国有必要通过完善社会保障法律制度、对城镇居民基本医疗保险实施强制性筹资方式、加强用人单位社会责任建设、实施公费医疗保障制度和城镇职工基本医疗保险制度并轨四项措施来逐步扩大城镇人口基本医疗保险覆盖面。Urban residents, civil servants and institution staff should be included in the basic medical insurance accordance with the rules. State -owned, collective, private enterprise staff who are still not insured and em- ployees who works in Hong Kong, Macao, Taiwan and foreign companies, and informal employment personnel are the main objective population by expanding the coverage of the basic medical insurance in the future. China should take four measures including perfecting the law of social security system, implementing forced financial method to basic medical insurance of urban residents, strengthening the social responsibility of enterprises, merging the medi- cal security of civil servant and basic medical insurance of employee to gradually expand the coverage of basic medical insurance.
