基本药物制度实施后的经济补偿分析与完善财政投入机制的对策建议

摘　　要：文章通过对实施基本药物制度前后江苏省卫生资源及卫生服务利用情况的影响分析,以及对该省某省辖市3个区实施基本药物制度前后的收支结余的调查研究,揭示基本药物制度实施存在的问题:基层医疗机构医疗服务能力不足、医疗收支亏损扩大、政府补偿不足等。提出实施基本药物制度后,必须增加政府财政投入,扭转基层卫生机构入不敷出的情况。In this study,we analyzed changes in health resources and utilization of health service in Jiangsu province before and after the implementation of the essential drug system. We studied the balance sheet of 3 districts in a municipality of Jiangsu. We revealed the problems about reducing the ability of medical services, increasing medical losses and inadequate government compensation. We also put forward to some suggestion about increasing the government finance investment to cut loss in health community services.
