桂林市恭城县红岩村社会主义新农村建设的一些思考

摘　　要：恭城县莲花镇红岩村从2003年始按照中共中央提出的社会主义新农村建设的要求开展社会主义新农村建设,取得很大成绩。但是,我们在调研中仍然发现该村在新农村建设中存在一些问题:一是以政府为主导的新农村建设容易引发公平质疑,在一定程度上影响当地社会的稳定;二是新农村建设可持续发展的后劲不足;三是村级干部后备力量的培养工作较为薄弱;四是新农村建设相关宣传工作不完全到位,农民主体性意识有待提高。为此,各地政府应该对新农村建设有一个全面、合理的制度设计和规划;积极探讨产业多元化,拓宽农民增收渠道;培养好一支高素质的农村基层干部队伍;做好政策宣传,充分调动农民建设新农村的积极性,从农民缺位的政府主导改革为政府主导和农民主体相结合的契约改革。In accordance with the CPC Central Committee＇s requirement, Hongyan Village of Lianhua Town, C-ongcheng County, have carried out the construction of new socialist countryside since 2003 and made great achievements. However, in their research they still find some problems in the construction, which may af- fect the stability of the local community to some extent and also shows that the capacity of sustainable devel- opment is insufficient. Therefore, the local governments should have a comprehensive, rational system de- sign and plan of building the new countryside, fully and mobilize their enthusiasm for building the new coun- tryside, actively explore diverse industry, increase the channels of farmers＇ income, cultivate a team of high --quality rural cadres at the basic level, complete the policy propaganda, fully mobilize farmers＇ enthusiasm for building the new countryside, and carry out a contract reform combining the government with farmers.
