定西市贫困村互助资金发展现状及建议

摘　　要：贫困村互助资金是指在贫困村建立的民有、民用、民管、民享、周转使用、滚动发展的生产发展资金,由财政扶贫资金、村民自愿交纳的互助金、社会捐款资金等组成,是在特定阶段,针对特定地区、特定群体的特定需求所采取的特定扶持措施。为了解贫困村互助资金实施情况,对甘肃省定西市试点现状进行了调研,发现贫困村互助资金有效缓解了贫困户借款难的问题,但同时也存在管理力量薄弱、贫困农户组织化程度低、培训管理经费缺少、认识不到位等问题。针对存在的问题,提出了一些切实可行的建议。Mutual funding for impoverished villages is set up to boost poor villages＇ development. The money is owned, used, managed and shared by the public in the way of periodic use and rolling development. The fund consists of poverty alleviation funds from government, voluntary mutual funds from villagers and social donations. It is an especial poverty alleviation measure to meet special needs of particular group in specific region. To know the implement of mutual funding, investigation was carried out of Dingxi City in Gansu Province. The results showed that mutual funding effectively relieved the poor of difficulty in getting loan ,however, some problems still remained, such as weakness in management, poor levels of unionization, lack of training funding and inaccuracy of understanding. In order to tackle with these issues, several feasible measures were proposed.
