意愿与行为的悖离:农村社区小型水利设施农户合作意愿及合作行为的影响因素分析

摘　　要：小型水利工程在改善农民生产生活条件、促进粮食生产等方面发挥了重要作用,但由于合作意愿与合作行为的悖离,导致农户小型水利设施集体行动的失败。本文基于陕西省关中地区393户农户实地调查数据,采用Heckman-Probit模型,实证分析农户小型水利设施合作意愿与合作行为悖离的影响因素。研究结果表明,调研区农户小型水利设施合作意愿平均为87%,而实际合作行为平均只占所调查农户的58%。年龄、农业生产情况(种植面积、农业生产年限)、政府投入、农户认知(设施资金使用情况、收入变化)因素对合作意愿与合作行为的差异产生显著影响。Small-scale irrigation facilities have played an important role in improving farmers＇ production and living conditions. Based on 393 farmer household field survey data, this paper analyzes the factors influ- encing farmers＇ willingness to cooperation and the real participative behavior with Heckman - Probit model empirically. The results show that the household demographics （by education degree）, farmers cognitive level （the importance of irrigation for agricultural production）, irrigation environment （water disputes） have signifi- cant influence on farmers＇ cooperation influence. However, the agricultural production conditions （cultivated area, the number of years of agricultural production） , government investment, farmers cognitive level （ the use of funds, income change） and household demographics （age, education degree） have significant influ- ence on farmers＇ payment behavior.
