摘　　要：政府间伙伴关系建构中央与地方、地方与地方、地方与中央部委之间平等对话的平台,促成跨国区域、国内跨区域和跨部委、同区域和同系统内实现跨层级协作。伙伴关系的维系有赖于法治环境的完善、行政层面的引导、公私部门的通力合作,以促进国家和社会协调发展。The approach of inter-governmentalpartnership aims at constructing a platform for equal communications among the centralgovernment,its various ministries and departments as well as the local governmentsso that effective corporations can be achieved across different countries,regions,ministries and departments.And the determinants for successful implementation ofthe partnership approach lies in the improvement of legal environment,guidancefrom the administrations and corporation between public and private sectors.Thoughthis approach,we can expect a harmonious development of our country andsociety.
