摘 要:2012年中国土地学会学术年会的11个重要观点:现行土地管理制度赋予市、县地方政府的三大权力是中国经济发展模式的核心竞争力;"集体土地上建租赁房"试点应注意解决好五个问题;在全国推广地票交易制度可从六个方面入手;地票可视为是一种新型的地役权;农村"三权"抵押存在五大风险;全面推行征地费用足额预存制度利大于弊;城乡统筹发展对集体土地产权制度提出了三点要求;集体建设用地流转管理中必须重视化解土地粗放利用的风险;农村土地整治资金筹措存在许多问题;北京土地节约集约程度不高,城乡二元结构差异明显;武汉城市圈农地城市流转效率逐年降低。This paper mainly introduces the significant viewpoints from China Land Science Society' 2012 Symposium. These are: the three powers that the current land management system has given the cities or county local governments are the core competitiveness for China's economic development model; in terms of pilot projects "building renting-houses on rural collectively owned lands", five issues must be solved; popularizing the trading of country and city building land all over the country may start from the six aspects; land indicators can be considered a kind of new easement; there are five risks in the mortgage of the rural three properties; fully implementing the system of full pre-store the land cost is to do more good than harm; three demands are presented for overall urban-rural development to the system of rural collective land property; in the management of the transfer of rural collective construction land, we must attach importance to dissolve the risk of land utilized extensively; there are many problems in the financing of rural land renovation; Land saving and intensive degree is not high in Beijing, and the differences of urban and rural dual structure are significant; the rural land conversion efficiency in Wuhan Urban Circle shows a decline tendency year by year.
