摘　　要：公共体育服务是政府的必要职能。就县级政府而言,其公共体育服务职能具有历史生成性。针对县级政府公共服务事权过多,公共财政能力薄弱,同时大部制造成了地方体育工作边缘化,县级政府供给内容单一等问题,提出如下建议:通过服务型政府建设,树立县级政府公共服务理念,并结合省管县改革,建立多级统筹的财政体制;提高农村居民的利益表达能力,建立需求导向的供给体制;改革农村公共体育服务的供给结构。Public sports service is a necessary function of government. The public sports service function of county governments is constructed in history. As for the problem that county government shoulders too many administrative responsibilities with weak financial abilities as well as marginalized sports service and simplified government supply due to the large department system, the authors put forward the following suggestions： to establish the concept of public service for the county government through constructing a service -oriented government; to establish a multi -level financial system in accordance with the reform of provincial administration management; to improve the interest demand ability of rural residents and establish a demand -oriented supply system; to reform the supply structure of rural public sports service.
