摘　　要：从存取模式角度考察国内45个机构知识库(IR),认为我国IR目前存在的主要问题在于:存储模式单一;存取政策缺失;回避版权。将国内45个IR的发展水平划分为三个层级,提出建立复合型存储模式,施行标准化的开放授权模式;以"义务公有领域"论作为IR版权政策体系的理论支点,通过制定存取政策来明确IR各方的权利与义务,通过服务政策促进IR存储的持续发展。[Abstract ] This paper investigates 45 Chinese IRs from the perspective of archiving mode. It finds that the main problems of Chinese IRs are that the archiving mode is single, the archiving policy is lack, and the copyright is evaded. It makes a three-level division on 45 IRs, and proposes to establish a composite archiving mode and a standardized open licensing model. It suggests to take ＂the obligations in public domain＂ as the theory of IR copyright policy system,define the right and the obligation of IR by establishing the archiving policies, and promote the IR sustainable development through service policies.
