城乡建设用地增减挂钩研究现状及发展对策

摘　　要：【目的】分析城乡建设用地增减挂钩研究现状,为推进增减挂钩工作的有序开展提供参考。【方法】运用文献综述法、归纳分析法,对增减挂钩的政策制度、周转指标管理、整理潜力、土地整理模式、土地权属、效益评价等方面的研究进行总结、分析,探讨增减挂钩实施中的问题,并提出对策建议。【结果】目前增减挂钩研究主要集中于政策制度、周转指标管理、整理潜力、土地整理模式、土地权属、效益评价等6方面,在增减挂钩工作实施过程中存在耕地补充失衡、农民权益受损、资金落实困难等问题。【建议】完善增减挂钩相关政策办法;挂钩项目区选择要先易后难,有序推进;提高公众参与程度;与新农村建设相结合;多渠道融资;加强增减挂钩土地资金及收益的管理,以推进增减挂钩工作的有序开展。[Objective]The present study was conducted to propose strategies in order to promote development on connecting with increase and decrease of urban and rural construction land. [Method]The methods of literature review and induction analysis were adopted to summarize and analyze the research current status in connecting with increase and decrease of urban and rural construction land, and the developing strategies were put forward through discussing the existing problems in the implementation. [Result]At present, the related study mainly focused on the policy system, circulation indicator management, land consolidation potential, land property, land consolidation pattern and benefits evaluation. In the process of implementation, there existed such problems as imbalance in farmland replenishment, farmers＇ rights violation and fund shortage and so on. [Suggestion]The orderly development of connecting with increase and decrease of urban and rural construction land can be secured through improving relevant policy measures, selecting appropriate projects progressively, improving the public participation, combining new rural construction, multi-channel financing and strengthening the management of land fund and earnings.
