摘　　要：目前生态补偿制度建设集中在概念理论和原则上,缺乏"生态补偿的可实施性、可操作性"制度建设。通过对鄱阳湖生态经济规划区域不同功能区的行政区域划分的基础上,分析其主要生态补偿制度建设的范围、内容,实施方案;为生态补偿制度由概念性向可操作性转变奠定基础。The ecological compensation system focused on the concept ot the theory anO pnnc^ple. The ecological compensation can be implemented and has no the operability system. This paper di- vided the Poyang Lake Ecological Economic area based on the different functional and analysed the scope, content and implementation of the program of major ecological compensation system. The re- search out forward the operability of ecological compensation system.
