加强对高校权力运行控制的思考与对策

摘　　要：强化对权力运行的制约和监督是有效预防腐败的关键。规范高校的权力运行,加强对高校权力运行的监督,是完善高校内部治理结构的迫切需要,也是规范高校办学行为和推进高校科学管理的迫切需要。当前,一些权力集中部门和关键领域腐败案件易发多发,其主要原因是权力运行还没有得到有效的制约和监督。笔者结合当前部分高校权力运行的实际,从加强教育、选拔干部、公开权力流程、加强权力过程监督等方面进行分析,就如何推进高校权力高效、规范运行,进行研究和思考。To fortify the supervision over and restriction on power is an effective way to prevent corruption.Standardizing the power operation of our universities and enhancing the supervision over their power operation are urgent needs not only for improving the internal structure of our universities.but also for the better performance and management of our universities and colleges.Currently,more cases of corruption have happened in some power sectors and key areas.The major reason is that power operation has not been controlled and supervised effectively.According to the actual situation,the author analysed some factors affecting power operation in order to improve the efficiency of power operation,including education enhancement,cadres selection,procedure transparency,supervision of power process,etc.
