广东城乡低保制度一体化研究:成效、问题及对策

摘　　要：近年来广东省积极践行城乡低保制度一体化建设,在取得初步成效的同时,仍存在法规政策细化程度低、低保救助内容存明显差距、统筹层次参差不齐及城乡工作机制成熟度有差距等问题。应通过继续完善法规体系建设、逐步统一低保标准、构建省级资金供给机制、整合城乡低保管理相关资源及强化救助公平理念五大方面的内容来促进城乡一体低保制度的形成。Guangdong Province has been actively promoting urban-rural social security system in recent years. While preliminary achievements have been made, there are still have problems like low level of degree of refinement in law ＆ policy, minimum living standard assistance contents are few, uneven levels of overall planning, urban-rural working mechanism is immaturity, and so on. To promote the formation of the urban-rural social security system, there are five aspects that should be worked on： continuous improvement of the construction of law ＆ regulation system, gradually unifying the standard of the social security system, constructing the supply mechanism of social security system, integrating the resource of urban-rural social security management system, intensifying the fair idea of social security management system and intensifying the fair idea of social assisfance.
