摘　　要：基于博弈论的视角,通过引进第三方进行最后要价仲裁,并构建"要价仲裁平衡模型"来实现利益博弈局中人利益关系的动态平衡,切实保障农民的权益,解决农民"上楼难"问题。Based on we construct the ＇ dynamic balance in of farmers and solv game theory, throu ＇price arbitration b the interests game p e farmers ＂upstairs gh the introduct alance model＂ layer, so difficult＂ as to e ion of a third party for final arbitration, to achieve the interest relationship of ffectively protect the rights and interests problems.
