管理型政府公共服务职能兴起的理论考察

摘　　要：管理型政府的职能经历了一个逐渐增长的过程,这过程既是管理型政府逐渐走向成熟的过程,也是其逐渐膨胀至失灵的过程,并且与福利国家兴起的过程是同步的。因此,考察福利国家的生成、政府公共服务职能的兴起以及管理型政府走向成熟的同步过程,对于理解20世纪60、70年代之后兴起的"新公共管理""、新公共行政"、"新公共服务"运动具有很重要的理论价值。从文献考察的角度看,在福利国家兴起的过程中,公共服务及其作为政府职能的兴起,出现了三种不同描述:一是作为公法基础的"公共服务";二是实现生存照顾的"服务行政";三是走向"服务国家"趋势下的政府社会功能。西方学者后来的很多思想和观点都在一定程度上受到了这些研究的影响。对它们的研究,能够帮助在批判的基础上寻求政府模式变革的方向。For the functions of management-oriented government,it has a increasing growth process.It is not only the process that management-oriented government had matured gradually,but also the process that the government has gradually expanded until dysfunction or failure.And such process is synchronization with the emerging of welfare state.Therefore,there is theoretical value for understanding the various 'Neo-' movements after 1960s-70s to investigate the synchronic process of the emerging of welfare state and public service function of government,and the maturing of management-oriented government.In literatures,as the emerging of welfare state and the public service as the function of government,there are three different interpretations: 'public service' as the basic of administrative law,'leistungsverwaltung' for Daseinsvorsorge,and government's social functions in the Trend toward the Service State.In some extent,the thoughts and conceptions of later western scholars were affected by these studies.The investigation to them,therefore,can help us seek for the change direction of government model basic on critical to them.
