武义县下山移民生存发展状态调查及反思

摘　　要：下山脱贫是浙江省扶贫工作的重要抓手,武义县的下山脱贫实践是浙江省扶贫攻坚的一个典型样本。通过对武义县下山脱贫移民生存发展状态调查,认为武义县下山脱贫移民生存发展状态良好,但也存在一些问题,如:下山的成本增加,难度增大;山民的观念陈旧,技能缺乏;下山脱贫安置点多,资金有限等。要想使下山脱贫工作可持续发展,必须优化政策和服务,转变安置方法和资金投向,注重下山脱贫移民的教育培训、多种经营和帮扶救助等,并且一定要做好下山移民和接纳地村民两方面的工作,使之能和睦相处。Going downhill and shaking off poverty are the important means of poverty alleviation projects in Zhejiang. The practice in Wuyi County is the model of poverty-relief program in Zhejiang Province. Through the investigation of going-downhill immigrants survival development status, we draw the conclusion that the survival development status in Wuyi County is fine, but there are still some problems. For example, the cost and the difficulty of going downhill increased, county people＇s old ideas and lack of skills, lots of poverty sites and limited funds, etc. To realize the sustainable development of poverty alleviation projects, we should optimization policy and service, shift settlement method and fund investment, focus on the education and training of the immigrants, diversified economy, aid and assistance. Also, we should take care of the immigrants and people in the accepting village to make them get along well with each other.
