摘　　要：城镇化发展是必然趋势，而我国城镇化发展是人口城镇化，不是土地城镇化，随着城镇人口发展，城镇土地使用面积相应要扩大，但如何在城镇化与农民利益之间，达到一个平衡，尤其是城镇及其周边置土地换问题是我们目前研究的重点。Urbanization is the irresistible trend. However, targets of our urbanization are the people, not lands. As the population grows in towns and cities, the land area required would expand. The important questions of our current study are how to strike a balance between urbanization and the rural population’s interest, especially the land replacement inside and near the towns and cities area.
