摘　　要：四川省基层医疗卫生机构管理信息系统建设项目是国家发改委2011年中央预算内投资建设项目,也是医改基层医疗卫生机构信息化建设项目,全国首批10个试点省,四川省是其中之一。四川省发改委和四川省卫生厅高度重视该项目的建设,从建设方案、实施方案,到实施中的领导机构、建设目标、实施计划、硬件集成、软件安装、人员培训、考核指标和保障措施都经过精心研究设计,使项目能顺利进行。本文期望与正在建设或将要建设该项目的各省市同行进行交流并供参考,汲取经验教训,少走弯路,避免浪费,结合本省实情完成好该项目的建设任务。The Fundamental Medical and Health Management Information System Project of Sichuan Province is a development project funded by the National Development and Reform Committee using the central government＇s budget for year 2011, and one of the pilot projects for the fundamental medical facility＇s information system construction required by the New Medical Reform Program, which is being carried out in 10 provinces. The Development and Reform Committee of Sichuan Province and the Bureau of Health of Sichuan Province have paid much attention to the execution of above project, and put in a great deal of effort in development plan, execution plan, leadership, project goal, system integration, software installation, personal training, performance assessment and logistic support, in order to achieve success in project execution. This paper is expected to provide a study case and a communication channel for other provinces and cities that are planning to start such a program. By doing this, we hope our colleagues can take a lesson from our experience and make a better execution for the same projects that are undertaken in their own provinces.
