安全生产执法监察问题、成因及对策

摘　　要：为全面了解安全生产执法监察工作现状,收集分析相关资料和数据,总结执法监察工作在机构建设、人员配备、装备配置、执法力度等方面的情况。以广东省为例,深入调查研究其执法监察工作。结果表明:执法监察工作存在的突出问题是执法机构不统一、执法力量不平衡、执法装备配置不足、执法人员业务素质不高、委托执法效能未有效发挥、执法监察力度不够硬。造成这些问题的原因主要有执法队伍建设不到位、执法监察能力不高、执法监察规范化水平较低、执法监察任务繁重等4个方面。从执法监察队伍建设、执法监察能力、执法规范化建设等3方面,提出解决问题的对策。In order to understand the status quo of work safety law enforcement and supervision of Guangdong comprehensively, an in-depth investigation of law enforcement and supervision work of Guang- dong was made through the collection and analysis of relevant information and data. The circumstances of law enforcement and supervision work in the institution-building, staffing, equipment configuration and law enforcement efforts were summed up. The results show that the outstanding problems in the law enforcement work are the law enforcement agencies being not unified, imbalance of law enforcement pow- er, lack of law enforcement equipment, not high professional quality of law enforcement officers, ineffi- cient commissioned law enforcement, inadequate law enforcement and supervision. The law enforcement ranks being not in place, not high law enforcement ability, low level standardization of law enforcement and the heavy task of law enforcement and supervision are the main causes of formation of these problems. Three solutions to these problems are proposed from the law enforcement ranks building, law enforcement capabilities and law enforcement standardized construction.
