摘　　要：目的:了解哈尔滨市乡镇卫生技术人才队伍的现状、存在的主要问题及其原因,并提出对策建议,为相关部门提供参考。方法:采用现场问卷调查和个别访谈的方法。结果:哈尔滨市乡镇卫生技术人才队伍存在人员配置不合理,高层次人才短缺;收入偏低,对工作环境满意度较低,工作积极性较差;教育培训不足;政策难以吸引人才。结论:乡镇卫生院、政府有关部门、大型医院和高等医学院校应协同作用;对几方面分别应该采取的措施提出了建议。Objective： To understand current situation and main problems and causes of health professional of township hosptials in Harbin, put forward reasonable suggestions and provide references for the administrative department of health. Methods： Collect the information of 200 doctors in 20 sampled township hospitals in the forms of questionnaires and individual interviews. Results： The main problems of health professionals of township hospitals in Harbin are as followed： the allocation of the health human resource is irrational, a shortage of high-level personnel; low income, low satisfaction of working environment, poor motivation, lack of education and training; policy is difficult to attract talents. ConcLusion： Township hospitals, government department, large hospitals and medical schools should be collaborative; put forward suggestions on aspects of proposed measures.
