摘　　要：从新闻出版公共服务评价的六个基本要素出发,阐释新闻出版公共服务评价的内涵,并对新闻出版公共服务的基本职能进行界定。按照"投入、产出、效益、管理"的基本思路设计新闻出版公共服务评价指标体系,并对指标的具体内容进行解释。The article explicated the connotations of the public service of press and publication based on the six basic elements in evaluation processes, and defined the government functions on the management of the public service of press and publication. It proposed a design of index system according to the basic approaches of input, output, efficiency, and management, and explained the details of each index.
