县级基建项目财政管理的问题及其解决途径

摘　　要：近年来,我国地方政府融资平台下移,县级政府融资能力快速发展,投资规模与投资范围不断扩张。县级财政部门作为基建管理的基层组织,提高其管理绩效具有重大意义。结合调研分析了我国县级财政部门在基本建设投融资管理与财务监管中存在的问题,并提出了相应的对策建议。With China＇ s local government financing platform moving down in recent years, the county government fi- nancing capacity develops rapidly and both the scale and the scope of investment expand. It is significant to improve the man- agement performance of county finance sector as grass - roots management organization of capital construction. This essay takes A County as an example, analyzes the existing problems in capital construction investment and financing management and fi- nancial supervision of the financial sector, and puts forward comprehensive suggestions.
