新医改中药品价格管理制度的社会福利分析

摘　　要：从市场供求价格模型、药品研发生产函数以及静态和动态经济效率权衡角度探讨改革后的药品价格管理制度对社会总福利的影响,结果表明:新的药品价格管理制度降低药品价格,使消费者福利增加,但也在一定程度上打击了生产者的研发积极性,因此,药品价格制度的效果评价还应考虑整个社会福利水平的变化。Through analyzing the medicine price management policy in national health system reform, probe into its influ- ence on the social welfare by using the supplies and demands model,medicine R＆D production function and balancing the dy- namic and static economic efficiency. The result indicates that： lower drug price can increase consumer welfare,however, to a cer- tain extent ,can also cause a loss to producers with strong innovation capability. While, to judge the efficiency of the medical re- form should pay much more attention to social welfare.
