基于经济、效率和效果视角评价公共基金:以新农合基金为例

摘　　要：新农合基金是公共基金,是新农合制度可持续运行的有力保障,建立有效的评价体系,使基金使用符合成本效果,对确保基金安全意义重大,但是基于经济、效率和效果的视角评价新农合基金的研究相当匮乏。根据基金效益最大化(value for money,VFM)的原则,综合考虑基金筹集,使用的全过程,从经济、效率和效果三方面出发,将成本效果的理念贯穿于新农合基金使用过程,探讨评价体系和方式,为不断完善新农合制度,形成良性循环,达到预期的结果提供参考意见。As a public fund, fund of the New Rural Cooperative Medical System （NRCMS） guarantees for the sustainable operation of NRCMS. It is significant to establish an effective evaluation system to make the fund using effectively and safely. But researches on how to evaluate the fund from perspective of economy,efficiency and effectiveness were still deficient. According to the principle of maximizing the Fund＇s effectiveness （ value for money,VFM） ,considering the whole process of fund financing and using, and starting from three aspects of economy, efficiency and effectiveness, the concept of cost-effective should be applied to explore the evaluation system, which can provide suggestions for improving this system and achieving the desired consequences.
