摘　　要：一、问题的提出 人权与主权及其相互关系，是政治哲学领域重大而复杂的问题之一。它不仅关涉理论上相关难题的解决，在实践层面上也依赖于一定程度上共识的达成。在人权与主权观念形成之初，二者间就已经存在张力。伴随着历史的发展与社会的进化，存在于人权与主权问的张力开始扩散，并引发进一步的冲突与对立。但是，基于人类对有尊严生活的追求，人权与主权间的张力需要消解，对立需要统一，因此，无论在理论上还是在实践中，人权与主权最终都应走向契合之路。Both human rights and sovereignty experienced a evolving process that from idea to system,but their relationships appear a complex situation,there are both inner and outer tentions exist between them.The existence of these tentions cannot deter the possibility of their communication and agreement.Human rights and sovereignty serve joindy the ultimate aim of human being and share the common philosophical basis.Harmonious domestic order and world peace all depend on a good relationship between human rights and sovereignty.
