融合视野下残疾人体育公共服务体系的构建与完善

摘　　要：体育公共服务是残疾人实现与社会融合的重要保障。采用文献资料调研、访谈调查、比较研究及归纳演绎等方法,以残健融合为主线,比较现阶段我国残疾人体育公共服务体系建设现状与发达国家之间的差距,指出体育公共服务体系建设的薄弱已经成为制约残疾人全民健身的最大瓶颈。认为现阶段我国残疾人体育公共服务体系应由保障体系、支持体系和环境体系3大支柱构成,并在此基础上对残疾人体育公共服务体系建设提出加强残疾人体育服务人才培养、启动公民教育、依托高校多部门合作等具体策略。Public service of physical education is the essential way to achieve the inclusion between the disabled and the mainstream. To put forward an avaliable method, this thesis offers material research, the interview survey,comparative research and induce eduction method and many other research methods. By comparing the current situation of China and of many delevoped countries, this thesis points out that the weakness and unmaturity of the public service system for physical education has become the obstacle that impedes the development of national fitness. The article also put forward that the public physical educa- tion system for the disabled people should include three main aspects, they are the assurance system, sup- portive system as well as enviormental system,based on which some strategies such as enhance the cultivation of the talents for public service system for the disabled people, start the general education.
