地方政府与社会组织的协同治理:功能阻滞及创新路径

摘　　要：地方政府与社会组织的协同有助于推进我国民主政治的建设、政府职能的转变、社会伦理道德层次的提升、资源合理公正和高效配置以及我国公共政策的优化和有效。但现实中仍存在着社会组织社会资源不足,公益产权基础薄弱、政府管制苛严,社会组织独立性不强、社会组织专业能力缺乏,多元力量整合困难、对社会组织的监督乏力,公信力不高等问题。因此,要提升我国地方政府与社会组织的协同实效,必须遵循国情为本、政府主导、渐次推进原则,清晰区分地方政府与社会组织的职能领域、协调好地方政府与社会组织的利益关系、合理界定地方政府与社会组织的责任关系、建立地方政府与社会组织的互信关系。The Cooperative governance of local government and social organizations helps to promote the establishment of our country＇ s democratic politics, the transformation of government＇ s function, the upgrading of social ethical and moral level, equal and high-efficient resource allocation, the optimization and effectiveness of public policies. However, in practice, there exist problems from the perspective of social organizations. For instance, social resources are not adequate, the foundation of public utilities＇ property right is weak, the government control is quite strict, independency of social organizations is not strong, the professional ability is scarce, the integration of multi-forces is difficult, the supervision over social organizations is absent, and their public trust is not high. Therefore, in order to promote the effect of our country＇ s cooperative governance of local government and social organizations, it is necessary to follow the national situation-based, govern- ment-guiding and gradually-advancing principles. Meanwhile, the function boundary between local government and social organizations should be clarified, the interest relations between the two should be coordinated, the accountability should rationally defined, and the mutual trust should be built up.
