摘 要:依据先进性、系统性、可比性、代表性、可操作性和导向性等原则,从管理体制、管理规范、管理手段、管理人才等诸多方面,构建了由9个一级评价指标和32个二级评价指标组成的水利工程管理现代化评价指标体系。细致描述了各定性评价指标的内涵和各定量评价指标的定义,通过咨询专家和构造判断矩阵计算确定了各评价指标的权重,分别阐述了定性评价、定量评价、分层逐级综合评价的方法和步骤,以及水利工程管理现代化建设进程中不同阶段的评判标准。将所构建的评价指标体系应用于江苏7个典型水利工程中,评价成果证明了所构建评价指标体系的合理性和可操作性。According to the principles of advanced, systematic, comparative, representative, operable and oriented features, an integrated evaluation index system for the modernization of water conservancy project management is established from the perspectives of management system, management rules, management means and management talents, etc. The index system consists of 9 first level indexes and 32 second level indexes. The connotation of various qualitative evaluation indexes is depicted, and the definition of various quantitative indexes is given. The index weights are determined by means of the experts' consultation and judgment matrix. The methods and steps of qualitative evaluation, quantitative evaluation and hierarchical comprehensive evaluation as well as the evaluation criteria for the modernization of water conservancy project management at different stages are presented. This index system is applied to seven typical water conservancy projects in Jiangsu Province. The results reveal that the proposed evaluation index system is rational and applicable.
