摘　　要：经济发展的目的是为了追求幸福而绝不是物质本身。但是,长期以来,我国经济发展在"GDP崇拜"下,造成了资源的浪费、环境的破坏、公平缺失、贫富差距加剧,诚信的缺失、道德的沦丧、法治的滞后以及管理的缺位。提升民众幸福指数就是要将原来追求的"GDP至上"转向更多元的评价标准,走以人为中心的可持续发展道路,追求人民的幸福生活。转变经济发展方式方能提高人民生活质量;完善政府绩效考核体系才能让人民群众活得更有尊严;而实现"中国梦",建设美丽中国,使藏富于民得以成真,必须进一步深化改革,夯实法治根基。The purpose of economic development is to seek happiness not material itself. However, for a long time, in the ＂GDP worship＇the economic development of China resulted in a waste of resources, destruction of the environment; the lack of justice, the growing gap between rich and poor; even the humanity, moral decay; backward of law, absence of management. Raising the public happi- ness index should turn the pursuit of ＂GDP＂to a more pluralistic evaluation standard, taking the road of sustainable development as the center, the pursuit of happy life of the people. And the transformation of the mode of economic development to improve people＇ s quality of life; improving government performance appraisal system can make people live with more dignity; and to realize ＂China Dream＂, building the beautiful China, making the possession of wealth among the people be true, we must further deepen reform, reinforce the rule of law foundation.
