中国页岩油气发展初期主攻的战略重点——老油气区

摘　　要：即使对于以吸附和超微孔、缝为储集空间的页岩油气来说,盆地边缘的强烈隆起和变形地区的保存条件也明显逊于盆地内部。许多不利条件使得在这类地区中标页岩气勘探区块的新组成的油气企业面临更多困难。盆地内部老油气区多,具有资料基础好、认识程度高、勘探开发的基础设施利用条件和交通条件好、可就近得到设备和人才方面的有力支撑等优势,因而可使勘探周期大为缩短,节约大量投资,而且会有较高的成功率,使整体勘探效益明显提高。显然,盆地内部应成为页岩油气发展初期主攻的战略重点,但遗憾的是目前页岩气招标区块却主要在盆地边缘。大型国家石油公司应承担起页岩油气开发主力军和先锋的作用。欲调动各方面的积极性促进页岩油气快速发展,就要促进油气行业的市场化改革,依法落实和改善对勘探开发区块的管理,完善地质资料的上交使用机制,建设监管法规体系和机构。为此,当务之急要尽快建立包括改革措施和法规体系监管机制试点在内的国家级综合试验区。Even for shale oil and gas which is stored in ultra-micropores and micro-fractures by means of adsorption effect,the intense uplifts and deformed areas on the edge of a basin have considerably poorer storage conditions than the areas inside the basin.Many unfavorable conditions add to the difficulty faced by new oil and gas enterprises operating in shale gas exploration blocks that they win in these regions.The centeral part of a basin has many advantages such as more mature oil and gas blocks,more useful data and knowledge on conditions,good exploration and development infrastructure and traffic conditions,availability of in-situ equipment and strong talent support,which will greatly shorten exploration periods,save capital investment,raise success rate,and considerably increase explortion efficiency.For these reasons,the central part of a basin should obviously become the strategic focus of shale oil and gas development at the initial stage.Unfornately ,however,most shale gas blocks put up for tender have been located on the edge of basins.Large national oil companies should act as the vanguard and leader in developing shale oil and gas.To enkindle the enthusiasm of all parties and promote the rapid growth of shale oil and gas ,the country must push a market-oriented reform in the oil and gas industry ,enforce and improve management of exploration and development blocks,perfect geological data submission and use mechanisms,and establish regulating systems and regulatory institutions.The immediate task of top priority is to establish national demonstration areas to test the performance of reform measures and legal system supervisory mechanisms.
