摘　　要：在党的历史上,胡耀邦总书记是最具民主意识和民主作风的中共最高领导人之一,这突出地表现在他对待党内不同意见的态度和做法上:允许和鼓励别人提出不同意见,并且积极营造宽松氛围使大家愿意讲真话、讲心里话;反对上纲上线,认为党内的意见分歧一般是非对抗性的矛盾;与提不同意见的同志能和睦相处甚至欣赏之。可以说,胡耀邦总书记是共产党高级干部中能够正确对待党内不同意见的典范。General secretary HU Yaobang was one of the top leaders of CPC with the best democratic consciousness and democratic style in the history of the Party, which was prominantly displayed from the following aspects ： He allowed and encouraged others to put forward different views, and actively created a relaxed atmosphere for speaking the truth and speaking from the heart; he believed that different opinions within the Party was generally non - antagonistic contradictions and opposed the exaggeration; he could live in harmo- ny with comrades with different opinions and even appreciate them. It could be said that general secretary HU Yaobang was the model which could correctly deal with different opinions within the Party among senior cadres of CPC.
