青海藏毯产业集群发展中地方政府政策措施有效性研究

摘　　要：青海藏毯产业集群是在政府的大力扶持下发展起来的,本文在实地调研和深入访谈的基础上,系统研究了地方政府制定的促进藏毯产业集群发展的政策有效性问题。根据Best对国外产业集群发展中有效的政府政策措施的分类方法,将青海藏毯产业集群发展中的地方政府政策措施分为四类,利用SPSS17.0进行分析,得出促进青海藏毯产业集群发展的政策措施效果由高到低依次是:效果非常好的是产业战略规划和区域营销活动;效果很好的是基础设施建设;效果一般的是完善产业网络;效果较差的是人力资本培养;效果很差的是促进技术创新和研发、规范竞争秩序。这一研究为政府进一步制定促进藏毯产业集群发展的政策指明了方向。Qinghai Tibetan Carpet Industry Clusters are developed under the government＇s vigorous support and assistance. This paper systematically explores the policy effectiveness of local government on the basis of field research and in-depth interviews. The local policies and measures are classified into four categories accord- ing to Best＇s method of classification of industry cluster development.
