水利工程征地移民勘测设计费计算探讨

摘　　要：目前水利行业工程征地移民勘测设计费计算主要依据水利水电工程建设征地移民安置规划设计规范相关规定,与国家发改委、建设部相关标准有差别。征地移民补偿费占主体工程勘察设计计费额比例低时,水利行业规定标准低于按发改委、建设部标准;比例高时,水利行业规定标准高于发改委、建设部标准;比例一定时,工程投资越小,水利行业规定标准越低于发改委、建设部标准。Fees of land acquisition and immigrant of survey and design in water project are calculated as per relevant provisions of specifications on land requisition and resettlement design for construction of water resources and hydropower project which are different from the relevant standards of NDRC and MOHURD.The standards of water sector are lower than that of NDRC and MOHURD if the proportion of the compensation cost of land acquisition and immigrant to the fees of survey and design for the main part of engineering is small;while the standards of water sector are higher than that of NDRC and MOHURD if the proportion is large;the smaller the project investment is,the lower the standards in water sector are than that of NDRC and MOHURD when the proportion is constant.
