新疆某艾滋病高流行区2008～2010年中央防治经费投入分析

摘　　要：目的:了解该艾滋病高流行区艾滋病防治工作中央转移支付投入和产出情况,发现存在的问题,找出问题存在的原因。方法:收集2008～2010年该地区艾滋病综合防治工作中央转移支付的相关数据资料进行投入产出分析。结果:2008～2010年该地区艾滋病工作总投入3 147.36万元;其中需方补助资金投入占10.85%;能力建设占6.34%;工作经费占80.07%。结论:从2008～2010年该艾滋病高流行区艾滋病防治工作中央转移支付总体情况来看,母婴传播阻断工作资金分配较稳定,其他项目投入不稳定,尤其是2009年;另外该艾滋病高流行区较多的资金分配治疗工作上,而预防性工作方面投入较少;要防治艾滋病和减少艾滋病患者,防治工作必须坚持"预防为主、防治结合",因此各级政府部门应继续加大对艾滋病防治工作的人力、财力的支持,积极开展有效的当地人口艾滋病健康教育工作,医疗和防疫机构密切合作,最终达到良好的工作效果。Objective： To explore the inputs and outputs for AIDS prevention from central government of China transfer payments in high endemic area of AIDS, and find the problems and identify the reason of the problems. Methods： Central government of China transfer payments data of AIDS prevention and control in high endemic area of AIDS were collected and analyzed from 2008 to 2010. Results： The total investment was 3. 147 36 million yuan for the AIDS work in the region from 2008 to 2010, including demand - side subsidies for 10. 85%, capacity - building accounted for 6. 34%, working expenses accounted for 80. 07%. Conclusion： From 2008 to 2010, the funds from central government of China transfer payments for the mother - to - child transmission blocking are more stable than the others, the inputs of the others projects are unstable, especially in 2009. Input for prevention work is less than the others sides. In order to combat and reduce the AIDS patients, it must adhere to the prevention first, combining prevent and control; so the government departments should continue to increase human and financial resources for AIDS prevention, be active in health education for the local population of AIDS, medical care and epidemic prevention institutions in cooperation, and ultimately achieve a good work.
