摘　　要：在低碳城市发展的战略构想下,创建低碳旅游城市对于杭州市旅游业的转型升级具有重要意义。本文基于杭州市旅游业的现实条件和发展目标,着重从低碳旅游公共服务体系建立、低碳旅游消费市场培育、低碳旅游产品创新开发三个方面探讨了杭州市创建低碳旅游城市的具体路径。In the strategic conception of Low-carbon City, creating a low-carbon tourism city is important to Hangzhou to achieve the transformation and upgrading of tourism industry. Based on the tourism actual conditions and development goals of Hangzhou, the paper emphatically discusses the paths to create a low-carbon tourism city in Hangzhou city, from three aspects of low-carbon tourism public service system establishment, low carbon tourism consumption market cultivation, and low-carbon tourism product innovation.
