低碳型新农村发展综合评价研究——以河北省保定市为例

摘　　要：以低碳理念建设新农村是建设环境友好型社会的新尝试。作为中国首批低碳试点城市之一,保定市一直在努力发展低碳经济,近年来更是将建设低碳型新农村列入战略发展重点项目。采用层次分析法和德尔菲法,从构建低碳型新农村发展评价指标体系出发,对保定市近10年间低碳型新农村建设水平进行综合评价,结果发现其仍处于较低的发展水平,要加快低碳型新农村发展步伐,必须在思想根源、体制及法制建设等方面做出努力。The low-carbon new rural area construction idea is a new attempt to build environment-friendly society. As one of the first low-carbon pilot cities in China, Baoding has been trying to develop low carbon economy. In recent years, the construction of low- carbon new rural area becomes one of the key development strategics of Baoding. Using the AHP and Delphi methods, constructed the evaluation index system of low-carbon new rural area development, analysed the low carbon new rural area construction level of Baoding in nearest 10 years. The result showed that the overall level of new rural area construction in Baoding city was still very low. To speed up the pace of low-carbon new rural area development, it must made efforts in the aspects of ideology, system and legal construction.
